Li-ion battery tester, which to get?

I've bought several different 26650 & 14500 Li-ion batteries off eBay for some low cost flashlights I also bought off eBay.
So I'm looking for a battery tester that will let me know the true storage power of these "eBay specials".
I guess there are some SkyRC and iMax brands that sell for around $35.
Anything anyone could recommend, in the $35 range?

Hi and welcome Tacoboy. Hobbyking has a large range of hobby chargers that have lots of comments you can read. The other popular charger is the Opus but it has its problems. theres a large thread on Budget Light Forum running on this charger.

Looks like i might just go for the Opus BT-C3400.

Welcome to TFF, TacoBoy!  Good to have you with us.  MRsDNF is right, the Opus would be a great choice for a quality charger you can trust and one that will also perform discharge testing on your cells.  Sure, all chargers have their specific quirks but you won't really go wrong with it.

Tester.
Multimeter. MOST accurate.

Charger.  (Myself)
XTAR VC4. Locally $85ish.
Net, I paid $53 del, incl 2 x 3000 Panasonic 18650's.
